Congress’s big question on the SASKI scheme: “One lakh crore rupees unused, then why new loans?”JNM journalist Hardeep Jamwal, JammuPolitical debate has intensified in Jammu and Kashmir over the government’s decision to take new loans under the Special Assistance to States for Capital Investment (SASKI) scheme. State Congress Committee President Tariq Kara, while sharply questioning the government in the Assembly, asked why new loans were needed when nearly one lakh crore rupees were already lying unused.During the budget discussion, Tariq Kara claimed that only 12 percent of the total budget had been spent on capital expenditure so far. He questioned the government’s financial priorities, saying that taking additional loans without properly utilizing available funds could push Jammu and Kashmir into unnecessary financial burden. The Congress President warned that rising debt could weigh heavily on the state’s economy in the future. He demanded the government clarify its concrete plans for the effective utilization of existing funds and the implementation of development projects.Tariq Kara also expressed concern that the assets of Jammu and Kashmir could be at risk through private companies under the guise of the SASKI loan scheme. He said that there is confusion and concern among the public regarding the scheme’s provisions, on which the government should provide a clear answer in the Assembly. The Congress leader stressed that capital expenditure is the backbone of infrastructure development and employment generation, but the lack of proper utilization of resources raises questions about both the government’s intentions and policies.
