Slow recruitment process in Jammu and Kashmir exposed, only 1,230 of 7,299 posts filled

The process of filling vacant positions in government departments in Jammu and Kashmir is not picking up pace. 7,299 positions in various departments were submitted to the Jammu and Kashmir Public Service Commission (JKPSC) and the Jammu and Kashmir Services Selection Board (JKSSB) for recruitment during the year 2025, but only 1,230 positions have been filled so far. This information was provided by the government in a written reply to a question in the Assembly.

According to government data, 959 positions in the gazetted category were forwarded to the JKPSC and 6,340 positions in the non-gazetted category were forwarded to the JKSSB. Of these, the JKPSC has completed the recruitment process for 469 positions, and the JKSSB for 761 positions. The selection process for the remaining positions is ongoing.

The government also stated that a total of 18,283 vacancies were identified in the year 2025, including 4,697 gazetted and 13,584 non-gazetted posts. Furthermore, a total of over 70,000 posts remain vacant in various departments.

Department-wise Vacancy Details

The Health and Medical Education Department has the highest number of vacancies. There are 2,497 gazetted, 8,088 non-gazetted, and 2,712 MTS posts vacant in this department.
The Public Works Department (PWD) has 770 non-gazetted and 2,841 MTS posts vacant.
The Energy Development Department has 54 gazetted, 1,637 non-gazetted, and 141 MTS posts vacant.
The School Education Department has 594 gazetted, 727 non-gazetted, and 43 MTS posts vacant.
There are 17 Gazetted, 856 Non-Gazetted, and 607 MTS posts vacant in the Rural Development and Panchayati Raj Department.
The Finance Department has 20 Gazetted, 1,565 Non-Gazetted, and 139 MTS posts vacant, while the Revenue Department has 34 Gazetted, 856 Non-Gazetted, and 607 MTS posts vacant.

Final Decision on Reservation Pending

The government clarified that the report of the Cabinet subcommittee formed to rationalize the reservation system has been sent to the Home Ministry for final approval by the Lieutenant Governor. The recruitment process is expected to accelerate after the final decision.

Following the emergence of figures showing a large number of vacant posts and limited appointments in the state, young people are now eagerly awaiting the government’s decision to take concrete steps to fill the pending posts.
