Jammu/Kathua:
Dr. Rameshwar Singh Thakur has proposed the introduction of a “Decentralization of Employment Bill” aimed at reforming the recruitment system and ensuring better job opportunities for local youth in their respective areas.
Dr. Thakur stated that under the current system, even district-level posts are advertised at the division level, making it extremely difficult for local candidates to compete. He highlighted remote areas of Kathua district such as Bani, Lohai Malhar, and Bhandar, where youth often struggle to compete with applicants from more developed urban regions.
According to him, the proposed bill seeks to ensure that district-level recruitments are restricted strictly to candidates belonging to the respective district, while division-level posts should be limited to candidates from the same division only. This, he said, would create fair opportunities for local youth and help maintain regional balance.
The MLA also expressed concern that under the existing system, candidates from other districts or divisions often secure jobs but soon seek transfers to their home regions. This leads to vacancies in remote areas, negatively affecting administrative efficiency and depriving local communities of the intended benefits.
He emphasized that the proposed bill would not only decentralize employment opportunities but also serve as a crucial step towards ensuring justice for local youth and strengthening the overall administrative system.
