DM issues prohibitory order to prevent birds hazard near Jammu Airport

JAMMU, JULY 31: To safeguard aircraft operations and ensure passenger safety, District Magistrate Jammu Sachin Kumar Vaishya has issued a prohibitory order under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, regulating waste disposal in the vicinity of Jammu Airport.

The order has been issued in response to concerns raised by Indian Air Force authorities and corroborated by the Airport Authority of India regarding the indiscriminate dumping of garbage and food waste near the airport. This unregulated waste disposal has led to increased bird activity in the area, significantly raising the risk of bird-hit incidents involving both military and civilian aircraft.

Recognising the critical need to address this hazard, the District Magistrate has prohibited the dumping of garbage, waste materials, and edible refuse within a one-kilometre radius of Jammu Airport, including areas such as Belicharana, Satwari, Miran Sahib and Phallian Mandal.

All commercial establishments, eateries, vendors and residential colonies in the vicinity have been directed to ensure safe and scientific disposal of waste and refrain from leaving food scraps or refuse in the open.

To implement the directive effectively, the Jammu Municipal Corporation (JMC), Cantonment Board, and Jammu Development Authority (JDA) have been tasked with the immediate removal of open garbage dumps and the installation of signage, discouraging dumping near water bodies, drains and public spaces close to the airport.

These civic bodies are also directed to devise and operationalise a plan for daily door-to-door collection of segregated solid waste and prepare a time-bound strategy for scientific waste management to prevent recurrence of the issue.

Furthermore, Block Development Officers of Satwari, Miran Sahib and Phallian Mandal have been instructed to carry out regular inspections to enforce compliance within their respective jurisdictions.

All concerned authorities are required to submit a weekly action taken report to the District Magistrate’s office. Strict action under relevant legal provisions shall be initiated against violators of the order.

The directive comes into immediate effect and shall remain operational until further orders.
