Jammu and Kashmir Chief Minister Omar Abdullah has strictly emphasized financial discipline in preparing for the upcoming 2026-27 budget, clearly instructing all departments to submit only proposals that directly benefit the public. The Chief Minister stated that the government’s objective is to present a budget that is realistic, people-centric, and development-oriented.
Chairing pre-budget meetings with various departments for the second consecutive day on Wednesday, the Chief Minister reviewed priorities, sector-specific requirements, and development-related needs.
The budget session of the Jammu and Kashmir Legislative Assembly will begin on February 2, while the Chief Minister himself will present the budget for the financial year 2026-27 in the Assembly on February 6.
Chief Minister Omar Abdullah, who also holds the charge of the Finance Department, held detailed discussions with the departments of Social Welfare, Health and Medical Education, School Education, Higher Education, Public Works Department, Mining, Industry and Commerce, and Labor. During the meeting, the progress of ongoing projects, budget utilization, and future needs were discussed in detail.
During the meeting, the Chief Minister urged all departments to prepare concrete, practical, and need-based proposals in line with the government’s development strategy. He placed special emphasis on timely project completion, ensuring transparency in work, and effective service delivery.
The Chief Minister clarified that the upcoming budget should reflect the aspirations of the people of Jammu and Kashmir. Prioritizing inclusive development, regional balance, and sustainable economic progress, he said public funds should be used only in areas that strengthen health, education, social security, road connectivity, industrial development, and employment generation.
During the pre-budget meetings, the Chief Minister also directed departments to adopt a people-centric and performance-based approach. He emphasized that the budget should not merely be a document of plans, but a vehicle for bringing about change on the ground.
It is worth noting that on Tuesday, the Chief Minister initiated a pre-budget consultation process with nine departments, which will conclude on Thursday after a meeting with the remaining departments. The objective of these meetings is to finalize a comprehensive, balanced, and pro-people budget for the Union Territory of Jammu and Kashmir.
It is reported that after departmental consultations, the Chief Minister will also interact with representatives from farmers, traders, industry organizations, the tourism sector, and various sections of society, so that their suggestions can be incorporated into the budget.
