Launching a major “surgical strike” on government expenditures, the Jammu and Kashmir government has taken stringent measures to curb wasteful spending. The government, led by Chief Minister Omar Abdullah, has sent a clear signal that the era of ostentation and unnecessary expenditure within government departments is now over. The administration has imposed strict restrictions on foreign travel, the purchase of new government vehicles, the hosting of events in private hotels, and the creation of new posts.
An order issued by the Finance Department directs all departments to comply with these instructions with immediate effect. The government has stated that conferences, seminars, workshops, and training programs will henceforth be organized only when there is a genuine need for them. Wherever feasible, priority will be given to online meetings and video conferencing to ensure that no unnecessary burden is placed on the public exchequer.
The government has imposed a complete ban on organizing official events in private hotels. Departments have been directed to make maximum use of government buildings and existing resources. Furthermore, a moratorium has been placed on the purchase of new government vehicles; vehicles may be procured only in cases of extreme necessity, and only after obtaining approval from the Finance Department.
A strict watch will also be kept on the foreign travel undertaken by government officials. The government has clarified that unnecessary tours and expenses will not be sanctioned under any circumstances. Additionally, strict directives have been issued to departments to prevent the misuse of electricity, fuel, and other government resources.
The government has also emphasized the adoption of digital systems and a reduction in paper-based work. While imposing a ban on the creation of new posts, it has been stipulated that the necessity of vacant positions will be reviewed before they are filled. The government believes that these decisions will lead to a significant reduction in administrative costs and ensure the proper utilization of public tax money.
In government corridors, this decision is being hailed as a major administrative reform. Meanwhile, it remains a topic of discussion among the general public as well that the government has finally taken a major step towards curbing wasteful expenditure.
