Shashi Tharoor, Congress MP and Chairman of the Parliamentary Standing Committee on External Affairs, has clarified that the committee’s visit to Jammu and Kashmir is limited to studying foreign policy and diplomatic matters. He stated that the committee has not come to review the prevailing situation in the Valley or local issues.
Speaking to reporters on Monday, Tharoor mentioned that the committee is currently studying three key subjects: a review of India’s bilateral diplomatic relations with Pakistan, an assessment of diplomatic aspects concerning the India-China border, and a study on the availability and functioning of passport offices and services in Jammu and Kashmir.
He noted that the mandate of the Parliamentary Standing Committee on External Affairs is strictly confined to foreign policy, international relations, and matters pertaining to the Ministry of External Affairs; consequently, this visit is also focused on those specific areas.
Tharoor mentioned that he had met Lieutenant Governor Manoj Sinha, but detailed discussions with other stakeholders had not yet taken place. He reiterated that the committee’s objective is not to assess the political or social situation in the Valley, but rather to gather information on its designated subjects.
There had been local speculation that the committee was visiting to take stock of the current situation in Jammu and Kashmir. However, Tharoor dismissed these rumors, stating that the committee is operating strictly within its defined scope and focusing solely on issues related to foreign policy.
He remarked that India-Pakistan and India-China relations remain critical diplomatic issues at present. Additionally, special emphasis is being placed on making passport services more effective and accessible in border areas. Following its study and meetings, the committee will prepare a detailed report and submit it to Parliament.
It is noteworthy that the Parliamentary Standing Committee on External Affairs is currently visiting Jammu and Kashmir and gathering information from various departments and officials. The committee’s report could offer significant recommendations regarding foreign policy and related services in the future.
